Terms of Reference (ToR) for the Development of Inclusive Education Teachers' Handbook and Delivering Training of Trainers (ToT) Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The outcome of the project is that teacher education institutions will have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 1 activities, Finnish and national short-term experts will be procured to develop inclusive education handbook covering contents such as inclusive pedagogy, inclusive classroom management, Universal Design for Learning (UDL), preparation and adaptation of inclusive materials, lesson planning, learning assessment and deliver a four-day ToT for 30 participants. The activity has two components a) prepare teachers' handbook on inclusive education and b) delivering (ToT) on inclusive education based on the handbook. Detail description of the output, indicators and activities are attached under Annex 1. Description of the assignment The handbook will provide teacher educators in CTEs and staff in Inclusive Education Resource Centers (IERCs) with a practical, context-sensitive knowledge and skills with key concepts, strategies, and tools for implementing inclusive pedagogy, inclusive classroom management, Universal Design for Learning (UDL), preparation and adaptation of inclusive materials, lesson planning, assessment strategies, and the development of Individualized Education Plans (IEPs) and Individual Transition Plans (ITPs). Two national STEs and one Finnish STE will be recruited to jointly prepare the handbook and lead a four-day ToT for 30 participants (15 from CTEs and 15 from IERCs) on the application of the handbook in CTEs and IERCs. STEs who prepared the handbook are recommended to conduct the ToT. The handbook will be used for training of teachers in Ethiopia. Objectives of the Assignment The objective of this assignment is to develop a user-friendly teachers' handbook that provides both theoretical concepts and practical strategies, and tools necessary for implementing inclusive pedagogy, inclusive classroom management, Universal Design for Learning (UDL), and effective lesson planning for teacher educators and IERC teachers. Specific Objectives: • Develop a practical inclusive education teacher's handbook that outlines key principles and practices of inclusive education and pedagogy. • Equip teacher educators and IERC staff with practical tools for developing Individualized Education Plans (IEPs) and Individual Transition Plans (ITPs). • Provide practical strategies, lesson planning tips, and classroom management techniques • Offer structured approaches to student-centered and participatory learning • Support teachers to address diverse learning needs, including gender, disability, and cultural contexts in classrooms. Expected Outcomes Upon successful completion of this activity, the following outcomes are expected: • A well-structured handbook that serves as a practical guide for implementing inclusive educational practices across CTEs and IERCs. • Increased teacher educators' knowledge and skills within CTEs to introduce inclusive pedagogical practices • Improved capacity of IERCs to manage inclusive classrooms and to engage learners with diverse needs. Responsibilities The Finnish and national STEs will be responsible for carrying out the following tasks: • Prepare and submit detailed work plan with clear division of tasks and inception report • Conduct review of previously produced related documents by MoE, CTEs, education universities, donors and partner organizations to avoid duplication • Outline relevant contents to be included in the handbook • Develop a draft handbook in consultation with the TEFIQ TA team • Plan and conduct ToT for CTEs and IERC staff on the application of the handbook • Evaluate and incorporate feedback from stakeholders in the final handbook • Prepare and submit comprehensive training materials and a training report • Execute related tasks assigned by TEFIQ project Both STEs will collaborate closely, ensuring quality of the handbook and training materials while delineating responsibilities. The Finnish STE will lead the assignments while the national STEs take responsibilities to ensure contextual relevance of the material. The handbook is expected to be engaging with practical tips, illustrations and examples. Methodology The handbook development and ToT activities will be conducted through: • Review of existing documentation and resources relevant to inclusive education and pedagogy. • Review other similar handbooks, guides and related documents developed earlier in Ethiopia. • Incorporate feedback from stakeholders (MoE, REBs and CTEs) concerning the handbook (content, scope, alignment, relevance etc.) organized and provided by TEFIQ team • Plan and deliver ToT training for selected participants from CTEs and IERCs in consultation with the TEFIQ team. • Training will be practical/hands-on using handbook exercises. Deliverables The Consultants are expected to deliver the following outputs, adhering to the schedule outlined below: a) Draft handbook b) Finalized handbook following stakeholder feedback c) Delivery of training materials and PPT to facilitate the ToT d) A report summarizing the process of handbook development and feedback from participants of the ToT and lists of participants. e) Final handbook submission after incorporation of feedback based on the ten months continuous training for Activity 2.1.5.1.
