Terms of Reference (ToR) for development of sample teacher training modules based on the frameworks, and provide follow-up support Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The outcome of the project is that teacher education institutions will have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 1 activities, sample teacher training course and practicum modules will be developed based on the approved frameworks. This task will be undertaken by nine national module writers, and three editors with virtual support of one Finnish Short-Term Expert (STE). Detail description of the output area, indicators and activities are attached under Annex 1. Description of the assignment This activity involves the development of nine (9) sample modules with three (3) modules selected from each of the three CTEs, ensuring fair representation across departments, learning streams and practicum courses. The modules will be selected in consultation with MoE Curriculum Development LEO, REBs and the CTEs. At least one practicum course needs to be selected from among the nine (9) modules. From each CTE, three modules will be selected, with each module written/developed by a team of three writers. Altogether, nine writers across the three CTEs will work on the modules over a 10 day period. Three (3) editors will be procured for editing and proof reading all the nine (9) modules. Therefore, the total number of module writers and editors will be 12. The Finnish STE will lead the activities virtually. The process will begin with an online orientation for CTE leaders who will follow up the activity and the selected module writers, followed by supervision by the TEFIQ team, representatives from MoE Curriculum Development LEO, and REBs. The writers and editors must attend the Training of Trainers (ToT) organized by TEFIQ on the module development frameworks. Objectives of the Assignment The objective of this assignment is to develop/revise nine selected modules to ensure they are integrating aspects of inclusive education and aligned with the Teacher Education Curriculum Framework (TECF). Specific objectives include: • Ensure modules developed/revised are aligned with TECF and General Education Curriculum Framework • Identify gaps in existing modules for revision with particular emphasis on inclusive education • Encourage CTEs and teacher educators to revise their own course modules using sample modules with the ultimate objective of integrating inclusive education. • Follow up on proper implementation of the revised modules Responsibilities Finnish STE • Lead the module revision and development activities virtually. • Ensure the quality of the modules developed • Review existing modules for alignment with TECF and identify gaps in relation to embedding inclusive education. • Organize and facilitate an online orientation for CTE deans and selected module writers. • Provide regular support, follow-up and guidance to module writers throughout the module preparation process. • Liaise and coordinate with the TEFIQ team and other key stakeholders Methodology The activity will be executed using a range of approaches including online meetings, group discussions, orientation sessions, desk review of existing teacher training modules, interviews and Focus Group Discussions (FGDs) with CTE deans, module writers and editors, and regular updates with the TEFIQ team and other stakeholders. Deliverables a) 9 course and practicum modules developed/revised in line with the frameworks. b) A final report summarizing the process, outputs, overall engagement outcomes, gaps addressed and how inclusive elements are integrated.
