Terms of Reference (ToR) for Conducting Training of Trainers (ToT) for Colleges of Teacher Educations (CTEs) and Inclusive Education Resource Center (IERC) IERC tutors and mentors on effective Practicum mentoring of Pre-service Student Teachers Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The outcome of the project is that teacher education institutions have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 1 activities, Finnish and national STEs will be procured to deliver ToT training for CTE and IERC mentors to strengthen teacher educators' mentoring, coaching, supervision, and feedback skills to be able to better support student-teachers during their practicum deployment. Description of the assignment This activity involves delivering bi-annual ToT sessions for CTE and IERC tutors to strengthen teacher educators mentoring practices, supervision, and feedback skills to be able to better support student-teachers during practicum. A total of 30 tutors (15 from the three CTEs and 15 from IERC) will participate in a two-day ToT focused on practicum mentoring, feedback techniques, coaching, and supervision. One Finnish STE and one national STE will be engaged to design and facilitate the ToT and develop cascading training materials. The cascading training will subsequently be managed by the CTEs and IERCs themselves upon agreement. TEFIQ Regional Advisors (RAs) will follow up the implementation of practicum activity based on the training they have received. The Finnish STE will have a total of 8 consultancy days to prepare and deliver bi-annual training in three rounds each training for two days training and preparation. The national STE will have the same days with the Finnish STE. Due to the time constraint, the first-round training will be carried out only by the national STE while the second and third rounds will be delivered by both the Finnish and national STEs. General Objective The general objective of this activity is to strengthen the capacity of teacher educators /practicum mentors/ in providing effective, supportive, and competency-based supervision, mentoring and feedback for student teachers, thereby enhancing the quality of practicum implementation and teacher education in project implementing CTEs and IERCs. Specific Objectives The specific objectives of the training are to; • Support practicum mentors/teacher educators to properly understand their roles and responsibilities in mentoring student-teachers during practicum deployment in IERCs. • Apply effective supervision strategies that promote reflective practice and professional growth among student teachers. • Use appropriate tools for observation, feedback, and assessment during practicum. • Strengthen collaboration between teacher education institutions and schools in supporting practicum programs. • Identify and address common challenges in practicum supervision. Contents of the training The training is expected to cover topics such as; the concept and significance of practicum in pre-service teacher education program, roles of mentors, CTEs administrations, IERCs and other stakeholders, principles of effective supervision, mentorship models and approaches in the context of inclusion, observation and feedback techniques, criteria and tools for evaluating practicum performance, identifying and addressing challenges in practicum supervision (resource limitations, workload, and collaboration gaps, etc.) and strengthening CTE-IERC partnership. However, STEs can modify (add, enrich, expand, inquiry based) the contents in close consultations with TEFIQ team to meet the needs of the target group. Methods and materials The training shall employ participatory and collaborative approaches, using a variety of adult learning approaches including interactive presentations, group discussions and case studies, role plays, mock supervision sessions, reflections and feedback sessions. Training materials with PowerPoint slides, observation and feedback templates, stationery (notebooks, pens, flip charts, sticky notes, LCD projectors and training banners) could be utilized to make the training smooth and effective. Outcome • 30 teacher educators and mentors get trained on principles of practicum coaching and mentoring • Enhanced knowledge and skills on effective practicum supervision, coaching and mentoring • CTEs will have a pool of trained mentors capable of supporting student teachers more effectively • Stronger collaboration between CTEs and IERCs will be fostered • Action plans for improving practicum supervision will be developed and implemented Responsibilities of STEs • Plan and deliver the training bi-annually • Prepare training materials and assessment checklists and pre- and post-tests • Prepare and submit training reports with summary of pre- and post-tests • Work in close collaboration with TEFIQ team Deliverables • Training materials prepared and submitted • Pre- and post- tests prepared • Analyze and submit summary of pre and post test results • Training reports prepared and submitted Working and Reporting Arrangements • The Finnish and national STEs will work under the overall supervision of the TEFIQ team and Home Office Coordinator (HoC) of NIRAS. • ToT reports and materials produced will be submitted to the Chief Technical Advisor, Ms. Marja Matero (
