Terms of Reference (ToR) for collecting evidence-based data to assess the effectiveness of capacity building interventions of TEFIQ Project Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The intended outcome of the project is that teacher education institutions will have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 2 activities, one Finnish STE and two national STEs will be procured to conduct a study on the effectiveness of capacity building interventions provided by TEFIQ project in order to generate evidence on the effectiveness of project activities and inform future capacity building interventions by interested development partners and government stakeholders. Description of the Assignment This assignment involves collecting data on the effectiveness of capacity building interventions of the TEFIQ project activities with particular emphasis on capacity building. The assessment will examine the changes in participants' knowledge, skills, and professional practices related to inclusive education and inclusive pedagogy. It will apply a range of methods including pre and post training assessment results, classroom observations, and other complementary qualitative and quantitative techniques. The activity is embedded within TEFIQ's Monitoring, Evaluation, and Learning (MEL) framework and will contribute to tracking project outcomes, strengthening training design, and supporting evidence based decision making. One Finnish STE and two national STEs will be engaged to design and carry out the study in close coordination with the TEFIQ team. The Finnish STE will have 45 consultancy days and the two national STEs will have 30 days each. The Finnish STE will lead the assignment and will work remotely with the national STEs. The national STEs will travel to the project's target areas to collect data. Objectives of the Assignment General Objective Collecting evidence-based data to assess capacity building interventions of TEFIQ project on participants' knowledge, skills, and professional practices in the three output areas for phase I. Specific Objectives • Develop context appropriate assessment tools aligned with TEFIQ training objectives. • Measure changes in the experienced participants' competencies related to inclusive education and teacher training practices. • Generate evidence on the effectiveness of TEFIQ interventions across different target groups. • Provide actionable recommendations for improvement and future TEFIQ interventions and MEL processes. Responsibilities The STEs will be responsible for the following tasks: • Assess the effectiveness of TEFIQ training programs and processes and other activities and usability and acceptability of project products such as modules produced, guidelines prepared • Prepare a detailed work plan with study methods • Design data collection and assessment tools in consultation with the TEFIQ team and stakeholders • Coordinate and conduct the data collection process • Apply appropriate quantitative and qualitative analyses techniques • Prepare draft reports, including key findings and recommendations and present for feedback. • Submit the final report with feedback considered. • The Finnish STE will lead the assignment, while the national STEs will manage field level data collection, and contextual analysis within the TEFIQ target regions. Methodology The assignment will be implemented using a mixed methods approach, combining quantitative and qualitative data collection and analysis techniques. Key methodological components include: • Structured pre and post training assessments to measure changes in knowledge, skills, and professional practices. • Supplementary qualitative methods such as interviews, focus group discussions, or reflective tools, where relevant. • Desk review of TEFIQ training materials, reports, and the MEL plan. • Other research methods as deemed to the nature of the study Deliverables The STEs are expected to submit the following deliverables: • Inception report outlining understanding of the assignment, methodology, and detailed work plan. • Desk review report • Developed data collection tools. • Consolidated study report, including conclusions and practical recommendations for TEFIQ. All deliverables shall be submitted according to the agreed timeline. Timeframe • This activity is expected to be executed throughout Phase I. Working and Reporting Arrangements • The Finnish STE will work under the overall supervision of the TEFIQ TA team.
