Terms of Reference (ToR) for Developing a Guiding Manual for Learning Assessment of Students with Special Educational Needs (SEN) and Conducting Validation Workshop One Finnish and two national Short-Term Experts (STEs) Activity 3.1.5.1 Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The outcome of the project is that teacher education institutions have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 3 activities, one Finnish and two national STEs will be procured to develop a learning assessment manual for students with SEN and conduct a one-day validation workshop. Description of the assignment The purpose of this activity is to develop a manual that qualifies to be user-friendly, innovative, engaging with practical tips, illustrations and examples. The manual will be used for inclusive learning assessment mechanisms to support learners with diverse needs. This document will be prepared by one Finnish and two national STEs. The manual will be validated by 30 participants and stakeholders including curriculum experts and subject specialists from MoE, REBs, CTEs and KUE. This initiative contributes to output indicator 3.3 that aims to support learners with diverse needs, ensuring their participation in learning outcome assessments. The Finnish STE will have a total of 30 consultancy days while the two National STEs will have 40 consultancy days each for development of the manual and one-day validation workshop. The Finnish STE will lead the assignment virtually and the validation workshop will be facilitated by national STEs. General Objective The general objective of this assignment is to develop a manual for inclusive learning assessment mechanisms to support learners with diverse needs, and plan and conduct a validation workshop. Specific Objectives • Develop an inclusive learning assessment manual that supports institutional capacity of CTEs and IERCs in tracing learning outcomes of students with diverse needs. • Equip participants with knowledge and skills in inclusive learning assessment. • Improve the identification and assessment practices of IERCs. Methodology The activity will be executed through a combination of methods including desk reviews of relevant documents such as inclusive education strategy, manuals for screening and identification, and other related materials developed by MoE. It will also involve stakeholder consultations, participatory workshops and expert opinions. Deliverables The Consultants are expected to deliver the following outputs, adhering to the agreed deadlines • Prepare a detailed work plan stating roles and responsibilities among STEs • Draft assessment manual • Validation workshop delivered • Draft assessment manual incorporating stakeholders' feedback • A report summarizing the process of manual development, participant list, and feedback from participants of the validation workshop • Final manual submission Responsibilities The Finnish and national STEs are responsible for carrying out the following tasks: • Review literature and relevant policy documents related to inclusive education and learning assessment. • Review manuals and guidelines developed by MoE and other stakeholders to avoid duplication and overlapping contents and strategies for inclusive assessment. • Collaborate with national stakeholders to design assessment mechanisms that are culturally relevant and collect relevant information from a wide range of stakeholders (teachers, itinerant teachers, SNE experts, etc.) related to assessment practices and challenges. • Develop the guiding manual, focusing on best practices and innovative strategies for inclusive assessment. • Incorporate feedback and suggestions based on stakeholder input during validation sessions. • Submit the final manual and report with feedback incorporated. • Collaborate with TEFIQ team and other stakeholders. Both STEs will collaborate closely, ensuring quality of the manual while delineating responsibilities. The Finnish STE will lead the assignments while the national STEs take responsibilities to ensure field level activities and coordination as appropriate within the TEFIQ target regions. Timeframe • Finnish STE will have a total of 30 consultancy days for the development of the assessment manual. • National STEs will have 40 consultancy days each for the development of the assessment manual and conducting validation workshop. • The assignment will take place between April-June 2026.
