Terms of Reference (ToR) for organizing and delivering a two-day Training of Trainers (ToT) on gender-inclusive curriculum development One Finnish and one national Short-Term Expert (STE) Activity 3.1.1.1 Introduction The Technical Assistance for Teacher Education for Inclusion and Quality in Ethiopia (TEFIQ) is a bilateral project supported by the Ministry for Foreign Affairs of Finland and implemented in collaboration with the Ministry of Education (MoE), with Regional Education Bureaus (REBs) of Amhara, Oromia and Sidama, selected Colleges of Teacher Education (CTEs), Kotebe University of Education (KUE), and selected Inclusive Education Resource Centers (IERCs) and corresponding City Administration Education Departments (CAEDs). The project is implemented by NIRAS Finland Consulting Company. The outcome of the project is that teacher education institutions will have enhanced capacity to develop teacher education for inclusion. This will be achieved by providing technical support to the following three outputs: Output 1: Teacher educators integrate aspects of inclusive education in their courses and use inclusive pedagogy in practice. Output 2: Model Inclusive Education Resource Centers are developed to showcase child-friendly supportive environments with inclusive practice for learning of all. Output 3: Capacities are enhanced on inclusive curriculum development and related instructional materials across all levels of education administration and institutions. As part of output 3 activities, one Finnish and one national STE will be procured for organizing and delivering a two-day ToT on gender-inclusive curriculum development for MoE, REBs, CTEs, CAEDs, and KUE experts. Detail description of the output area, indicators and activities are attached under Annex 1. Description of the assignment This activity aims to build the capacity of curriculum developers and teacher educators on the principles of the Teacher Education Curriculum Framework and help CTEs make their curriculum materials gender-inclusive. A two-day ToT will be conducted by one Finnish and one national STE for 30 participants selected from the MoE, REBs, CTEs, CAEDs, and KUE. Subsequently, three selected local trainers who attended the ToT will cascade the training to 60 CTE educators over two days to strengthen implementation of gender-inclusive curriculum practices. The task requires embedding gender-inclusive curriculum practices across CTEs to ensure the integration of global best practices and local contexts. The training will empower participants to develop gender-inclusive curriculum materials that meet the needs of diverse learners and promote quality and equitable education. Both STEs will have 6 consultancy days (two days for conducting ToT and four days for preparation and reporting). The Finnish STE will deliver the ToT in person in Ethiopia or remotely in case there are no other assignments for the Finnish STE to come to Ethiopia. General objective The objective of this assignment is to build the capacities of curriculum developers and teacher educators on the development of gender-inclusive curriculum materials that meet the diverse needs of learners and promote quality and equitable education. Specific objectives • To support the development, refinement, and contextualization of inclusive curriculum materials aligned with the Teacher Education Curriculum Framework (TECF). • To build capacities of MoE, REBs, CTEs, CAEDs, and KUE experts on designing gender-inclusive curricula and materials. • To strengthen the capacity of national experts who will cascade the training to CTE educators over two days. • To foster implementation of gender-inclusive curriculum approaches and practices across three CTEs. • To increase the understanding of curriculum experts on Gender Equality and Social Inclusion (GESI). Methodology The training will use participatory, interactive, and practical approaches using adult pedagogy including presentations, group discussions, reflections, experience sharing, application exercises, and question-and-answer sessions. Responsibilities of STEs • Review local gender related policy documents and strategies to support the preparation of the training materials. • Prepare training materials. • Prepare pre- and post-tests. • Lead and facilitate the two-day ToT, including activities, discussions, and reflections. • Prepare and submit training reports with summary of pre- and post-tests. • Work in close collaboration with TEFIQ team. Deliverables • Training materials for the ToT and cascading prepared and submitted • Pre- and post-tests prepared • Analyze and submit summary of pre and post-test results • Training reports prepared and submitted Timeframe This consultancy assignment has a total of four (6) working days for Finnish STE and the same for the National STE. The ToT will be delivered in quarter two from April to June / 2026. The specific ToT dates will be decided and communicated to STEs.
